                                   RESTORATION ACT OF 2023

                                      submitted the following


                                         REPORT

                                         [To accompany H.R. 6489]
                    The  Committee on Natural Resources, to whom was referred the
                  bill (H.R. 6489) to amend the Alaska Native Claims Settlement Act
                  to provide that Village Corporations shall not be required to convey
                  land in trust to the State of Alaska for the establishment of Munic-
                  ipal Corporations, and for other purposes, having considered the
                  same,  reports favorably thereon without  amendment   and  rec-
                  ommends   that the bill do pass.
                                    PURPOSE OF THE LEGISLATION
                    The  purpose of H.R. 6489 is to amend the Alaska Native Claims
                    Settlement Act to provide that Village Corporations shall not be re-
                    quired to convey land in trust to the State of Alaska for the estab-
                  lishment of Municipal Corporations, and for other purposes.
                              BACKGROUND   AND NEED  FOR LEGISLATION
                    In  1971, the Alaska Native Claims Settlement Act  (ANCSA) 1
                  was  enacted to settle the aboriginal land claims of Alaska Natives.
                  Through  ANCSA,  Alaska  Native Corporations (ANCs) were estab-
                  lished to receive land under the settlement and disperse the pay-
                  ments  to Alaska Natives. Alaska Natives received a $962.5 million
                  settlement payment  and roughly 44 million acres of land, which
                  were  divided between almost 200 village corporations and 12 re-
                  gional corporations established by the legislation.2
