                     UTAH SCHOOL AND INSTITUTIONAL TRUST LANDS
                           ADMINISTRATION EXCHANGE ACT OF 2023

                      Mr. WESTERMAN,  from the Committee on Natural Resources,
                                      submitted the following


                                         REPORT

                                         [To accompany H.R. 3049]

                    The  Committee on Natural Resources, to whom was referred the
                  bill (H.R. 3049) to provide for the exchange of certain Federal land
                  and  State land in the State of Utah, having considered the same,
                  reports favorably thereon without amendment   and  recommends
                  that the bill do pass.
                                    PURPOSE OF THE LEGISLATION
                    The  purpose of H.R. 3049 is to provide for the exchange of cer-
                  tain Federal land and State land in the State of Utah.
                              BACKGROUND   AND NEED  FOR LEGISLATION
                    H.R. 3049 would ratify a Memorandum  of Understanding (MOU)
                  to facilitate a series of land exchanges between the Department of
                  the Interior (DOI) and the State of Utah. In March of 2023, the
                  Secretary of the Interior, the Governor of the State of Utah, and
                  the Director of the Utah School and Institutional Trust Lands Ad-
                  ministration (SITLA) agreed to a land exchange between the fed-
                  eral government and  SITLA through an MOU.   The land exchange
                  will allow SITLA to acquire higher production land outside of the
                  Bears  Ears National Monument  (BENM)   and release less produc-
                  tive land within the BENM.
                    SITLA   manages  its trust lands, which were granted to the
                    state when it entered the Union, to generate funding for K-12 pub-
                  lic schools through activities like energy and mineral production,
                  real estate, and grazing. The legislation would allow SITLA to gen-
