                     ACT   OF  2004  TO  IMPROVE THAT ACT, AND FOR OTHER
                     PURPOSES

                     The  Committee  on Indian Affairs, to which was referred the bill,
                   S. 4370, bill to amend the Tribal Forest Protection Act of 2004 to
                   improve  that Act, and  for other purposes, having considered the
                   same,  reports favorably  thereon with  an  amendment and rec-
                   ommends   that the bill, as amended, do pass.
                                                PURPOSE
                     S. 4370  would amend   the Tribal Forest Protection Act of 2004 1
                   (TFPA)  to expand  lands and activities eligible for inclusion in the
                   program  and provide authorization of $15 million in annual appro-
                   priations for each of Fiscal Years 2025 through 2030.
                                        BACKGROUND   AND  NEED
                     In 2004,  Congress passed the  TFPA  in response to devastating
                   wildfires that crossed from federal public lands onto Tribal lands
                   in 2002 and 2003.2 The TFPA   authorizes the Secretaries of Interior
                   and  Agriculture to enter into contracts and agreements with Tribes
                   to carry out Tribally-designed projects on land under the jurisdic-
                   tion of the United States Forest Service (USFS) or Bureau of Land
