                       The  Committee   on Transportation   and Infrastructure, to whom
                     was referred the  bill (H.R. 9541) to amend  the  Robert T. Stafford
                     Disaster Relief and Emergency   Assistance Act  to authorize Federal
                     agencies to provide certain essential assistance for hazard  mitiga-
                     tion for electric utilities, and for other purposes, having considered
                     the same,  reports favorably thereon  without  amendment and rec-
                     ommends   that the bill do pass.
