                   RECOGNIZING THE IMPORTANCE OF CRITICAL MINERALS
                                  IN HEALTHCARE ACT OF 2023

                      Mr. WESTERMAN,  from the Committee on Natural Resources,
                                       submitted the following


                                          REPORT

                                        [To accompany H.R. 6395]

                     The Committee  on Natural Resources, to whom was referred the
                   bill (H.R. 6395) to amend the Energy Act of 2020 to require the
                   Secretary of the Interior to include the Secretary of Health and
                   Human  Services in consultations regarding designations of critical
                   minerals, elements, substances, and materials, having considered
                   the same, reports favorably thereon without amendment and  rec-
                   ommends  that the bill do pass.
                                    PURPOSE  OF THE LEGISLATION
                     The purpose of H.R. 6395 is to amend the Energy Act of 2020 to
                   require the Secretary of the Interior to include the Secretary of
                   Health and  Human   Services in consultations regarding designa-
                   tions of critical minerals, elements, substances, and materials.
                               BACKGROUND  AND  NEED FOR  LEGISLATION
                     The United  States Geological Survey publishes and updates a
                   Critical Minerals List every three years, as directed by the Energy
                   Act of 2020, in consultation with the Secretaries of Defense, Com-
                   merce, Agriculture, Energy, and the  United States Trade  Rep-
                   resentative. H.R. 6395 would amend the Energy  Act of 2020, re-
                   quiring the Secretary of the Department of the Interior (DOI) to in-
                   clude the Secretary of Health and Human  Services (HHS) in con-
                   sultations regarding designations of critical minerals, elements,
                   substances, and materials.
