Mr. CARPER, from the Committee on Environment and Public
Works, submitted the following
REPORT

The Committee on Environment and Public Works, to which was
referred the bill (S. 4367) to provide for improvements to the rivers
and harbors of the United States, to provide for the conservation
and development of water and related resources, and for other pur-
poses, having considered the same, reports favorably thereon with
an amendment, in the nature of a substitute, and recommends that
the bill, as amended, do pass.
PURPOSE OF THE LEGISLATION
The objective of S. 4367 is to meet the nation's water resources
needs, including for navigation, flood and coastal storm risk man-
agement, and ecosystem restoration. This legislation authorizes
critical projects and studies, extends programs, and focuses on im-
proving implementation of all prior Water Resources Development
Acts.
GENERAL STATEMENT AND BACKGROUND
The Thomas R. Carper Water Resources Development Act of
2024 (WRDA 2024, S. 4367) addresses the Civil Works program of
the U.S. Army Corps of Engineers (Corps). The bill supports the
nation's global economic competitiveness and environmental resil-
ience by authorizing the Corps to undertake projects, programs,
and initiatives in their Civil Works program relating to navigation,
ecosystem restoration, flood and coastal storm risk management,
hydropower, recreation, emergency management, and water supply.
