                      The  Committee   on Energy  and Commerce,   to whom   was referred
                    the bill (H.R. 3565) to authorize the Federal Communications   Com-
                    mission  to use a system  of competitive  bidding to grant a  license
                    or a permit  for use of electromagnetic spectrum  and  to direct pro-
                    ceeds  from  such a  system  of competitive bidding  for communica-
                    tions  and technology  initiatives, and for other  purposes, having
                    considered  the same, reports favorably thereon with an  amendment
                    and  recommends   that the bill as amended do pass.
