The Committee on Veterans' Affairs, to whom was referred the
bill (H.R. 6538) to amend title 38, United States Code, to provide
for a definition of establishment, determination, or adjustment of
employee compensation for purposes of the collective bargaining of
certain Department of Veterans Affairs employees, having consid-
ered the same, reports favorably thereon without amendment and
recommends that the bill do pass.
