                    thereon without  amendment   and recommends that   the bill do pass.

                                          PURPOSE  AND  SUMMARY

                      The  Securing  the Cities Improvement   Act amends   the Home-
                    land Security Act of 2002 by  removing the requirement  for a juris-
                    diction to be designated as a high-risk urban area by the Federal
                    Emergency   Management Agency (FEMA) in order to participate in
                       49-006
