The Committee on Transportation and Infrastructure, to whom
was referred the bill (H.R. 3779) to amend the Robert T. Stafford
Disaster Relief and Emergency Assistance Act to allow the Admin-
istrator of the Federal Emergency Management Agency to provide
capitalization grants to eligible entities to establish revolving funds
to provide assistance to reduce disaster risks, and for other pur-
poses, having considered the same, reports favorably thereon with
an amendment and recommends that the bill as amended do pass.
