                     The Committee on Natural Resources, to whom was referred the
                   bill (H.R. 6346) to amend the Endangered Species Act of 1973 to
                   provide for consideration of the totality of conservation measures in
                   determining the impact of proposed Federal agency action, having
                   considered the same, report favorably thereon without amendment
                   and recommend that the bill do pass.
                                        PURPOSE OF THE BILL
                     The purpose of H.R. 6346 is to amend the Endangered Species
                   Act of 1973 to provide for consideration of the totality of conserva-
                   tion measures in determining the impact of proposed Federal agen-
                   cy action.
                               BACKGROUND AND NEED FOR LEGISLATION
                     The Endangered Species Act of 1973 (ESA, 16 U.S.C. 1531 et
                   seq.) sets out the broad goal of conserving and recovering species
                   facing extinction. The law authorizes federal agencies to identify
                   imperiled species and list them as either threatened or endangered,
