BILL STATUS: As introduced and referred to by the Senate Committee on Governmental Aff airs. 4. BILL PURPOSE: The Sunset Act of 1979 establishes procedures for the periodic reauthorization of government programs and for a more systematic approach to comprehensive reexamination of government programs. It establishes a Citizen's Commission on the Organization and Operation of Government and requires the President to regularly review and report to the Congress on the efficiency of the management of government programs. Procedures are also established for the systematic review of the impact and operations of federal regulatory agencies. Title IV authorizes $4 million to be appropriated until September 30, 1984 for the functions of the Commission. Indefinite authorizations are provided for Titles I, II and III. 5. COST ESTIMATE: Both the sunset provisions of Title I and the program review requirements of Title III give the Committees substantial flexibility in determining the scope and intensity of review. The crosscutting review requirements and new procedures for organizing the review of federal activities should lead to increased efficiency. All activities authorized by the bill other than Title IV, the Commission, exist now in some form.
