                                 H.R. 2880
Martin Luther King, Jr. National Historical Park Act of 2016

As ordered reported by the Senate Committee on Energy and Natural Resources
                                on July 13, 2016

H.R. 2880 would redesignate the Martin Luther King, Junior, National Historic Site in
Atlanta, Georgia, as a National Historic Park, and expand its existing boundaries to include
the original headquarters of the Southern Christian Leadership Conference (SCLC). The
SCLC is a civil rights organization co-founded by Dr. King.

Based on information provided by the National Park Service, CBO estimates that any cost
to provide financial and technical assistance for maintenance and upkeep of the privately
owned headquarters would be insignificant; any such spending would be subject to the
availability of appropriated funds.

Because enacting H.R. 2880 would not affect direct spending or revenues, pay-as-you-go
procedures do not apply. CBO estimates that enacting H.R. 2880 would not increase net
direct spending or on-budget deficits in any of the four consecutive 10-year periods
beginning in 2027.

H.R. 2880 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.

On February 23, 2016, CBO transmitted a cost estimate for H.R. 2880, the Martin Luther
King, Jr. National Historical Park Act of 2015, as ordered reported by the House
Committee on Natural Resources on February 3, 2016. The two versions of the legislation
are similar and the CBO estimates of their budgetary effects are the same.

The CBO staff contact for this estimate is Jon Sperl. The estimate was approved by
Theresa Gullo, Assistant Director for Budget Analysis.
