Bureau of Land Management Withdrawn Military Lands
Efficiency and Savings Act
As ordered reported by the House Committee on Natural Resources on April 9, 2014
H.R. 4253 would permanently withdraw 4.6 million acres of Bureau of Land Management
(BLM) lands from the operation of certain public land laws, including laws that authorize
mineral development and grazing on such lands. Based on information provided by BLM,
CBO estimates that implementing the legislation would have no effect on the federal
budget. Because enacting the bill would not affect direct spending or revenues,
pay-as-you-go procedures do not apply.
The affected lands are currently withdrawn for military uses. Those withdrawals will
expire in 2021 for 3.1 million acres of the affected lands and 2026 for the remaining
1.5 million acres. Under the bill, those expiration dates would be eliminated and the land
would remain withdrawn for military use indefinitely. Because CBO expects that, under
current law, none of the affected lands will generate offsetting receipts over the next
10 years, we estimate that enacting the bill would not affect the federal budget over that
period.
H.R. 4253 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act.
