                        AT
A  Hearing of the Committee on the Judiciary of the
   House of Representatives with reference to two
   bills regarding the authority of the Comptroller
   General.
                                 MAY   27, 1924.
   I thank the Committee  for its courteous request
for an  expression ,of my views  on the  proposed
amendments   to the Budget Act, and I especially ap-
preciate the permission to give my views in a written
statement.
  The  question as to the scope of the powers of the
Comptroller  General under the Act  of 1921 is of
great importance to the Government.  The  present
Comptroller General's interpretation of those powers
has caused a great deal of confusion in interdepart-
mental relations. This is to be regretted, but is per-
haps not unnatural in view of the purpose of Congress
to give him extraordinary powers and to make him
responsible only to Congress and not to the Execu-
tive. Nevertheless, great confusion has resulted and
much  embarrassment to the other departments of the
Government  in their attempts, respectively, to carry
on the work of the Government, and it is a matter of
satisfaction that your Committee is now considering
