                    The subcommittee met at 2:31 p.m., in room 192, Dirksen Senate
                  Office Building, Hon. Steve Daines (Chairman) presiding.

                  STATEMENT  OF HON. CARLA D. HAYDEN, LIBRARIAN OF CONGRESS
                            OPENING STATEMENT OF SENATOR  STEVE DAINES
                    Senator DAINEs. Good afternoon. The subcommittee will come to
                  order.
                    I'd like to welcome everyone to the second of our fiscal year 2019
                  budget hearings for the Legislative Branch Appropriations Sub-
                  committee.
                    Today, we have with us the Honorable Carla Hayden, Librarian
                  of Congress, and the Honorable Stephen  Ayers, Architect of the
                  Capitol. I very much appreciate their willingness to appear before
                  the subcommittee today and look forward to your testimony.
                    I'd like to start by thanking you for taking time to be here today
                  as well as being very generous in your time with the tours and
                  with your staff. They were very informative for me to see the vast
                  responsibilities that you have and the important mission that you
                  go to work and accomplish every day.
                    Mr. Ayers, being able to get up close and see some of the ongoing
                  projects around campus has given me a greater appreciation for all
                  your agency does. In fact, just today, I was pointing out the dif-
                  ference between the Senate side of the building and the House side
                  of the building, you kind of see before and after view there. I told
                  my  staff members it's a huge responsibility to maintain these facili-
                  ties for those who work here and the millions who visit here every
                  year, while also preserving these most important historic buildings.
                    Dr. Hayden, I greatly enjoyed seeing some of the many treasures
                  the Library has. In fact, it was fun to share with my own family
                  last week what you shared with me on that table and I can see the
                  talents of your staff, the passion of your staff about what they do
                  and they truly are an asset to our Library, not to mention the ex-
                  pertise. You've got a lot of walking history there between the ears
                  and it's very, very impressive.
