NO FAULT INSURANCE, LEGAL SERVICES TO POOR,
         AMONG CONTROVERSIAL SUBJECTS
                   AT   ANNUAL MEETING


  If you can't find something of great
interest to you at this year's Annual
Meeting of the Rhode Island Bar As-
sociation, you just aren't practicing
law in Rhode Island.
  The meeting will be held in the Bil-
tmore Hotel this year, and will follow
the very successful format used last
year, basically two morning sessions,
a luncheon, two  afternoon sessions,
the business meeting, a cocktail party
to which wives are invited and a din-
ner-
  No  format itself will ever make a
meeting successful. It is the topics
and  speakers who  will make  this
year's meeting well worth attending,
        Serving the Poor
  Right after registration, which will
take place at  9:00 am.  the day's
events get off with a bang when  a
panel of lawyers will explain all the
various leagal services that are now
available in Rhode  Island for the
poor. Room   for questions has been
left in the time slot. Chief Judge Hen-
ry Laliberte will explain the workings
of the volunteer panels used by the
District Court for those cases in-
volving criminals in jail pending bail,
plus the  operation of the  limited


funds available for certain other cases
in that court.
  James Cardono  will explain the op-
erations of the Public Defender, and
he should be the best current author-
ity since he holds that position.
  Richard  Borod, Chairman  of the
Board  of Directors of Rhode Island
Legal Services. Inc., will explain that
groups operation. This is the Office of
Economic  Opportunity's effort in the
poverty servicefield.
  Matthew  Ward,  Vice President of
Legal  Aid, Inc., will outline that
agency's work. This group is spon-
sored financially by the United Fund.
  As  for the R.I. Bar Association's
part, Edward Smith, Executive Direc-
tor of the Association and Direcgor of
the Lawyer Referral Service will talk
about the Referral Service and the
several other volunteer panels of law-
yers who have contributed thousands
of dollars worth of time in service to
the poor. As the Federal Court Staff
is currently understaffed, and a heavy
schedule falls at that time of day on
the 5th of October, Ed  Smith  will
also outline the Federal panels, volun-
teer and subsidized.
