Chancellor Hobert C Daniel
has announced that the distin
guished author, commentator
and historian Alistair Cooke will
be the special guest speaker at
the Philadelphia Bar Associ-
ation's quarterly meeting and
luncheon in early March, at the
Bellevue Stratford Hotel Cooke,
a keen, well-known chronicler of
American history, will be hon-
ored by the Association as part
of its observance of Philadel-
phia's Tricentennial.
Noting that Cooke makes
very few personal appear-
ances. despite numerous re-
quests from groups all over the
country; Daniels said the Asso-
ciation ;s very privileged to be
able to welcome this outstand-
ing American and to have the
Opportunity to honor him for his
contribution to a greater under-
Standing of cur nation all over
the world,'
Bar Association members are
urged to keep their calendars
open for what promises to be
one of the best-attended attrac-
tions in the Association's histo-
ry. Reservation forms and other
details will be mailed to all mem-
bers shortly.
Alistair Cooke was born in
Manchester, England, in 1908
He graduated from Cambridge
in 1932 and was awarded a
Commonwealth Fellowship for

At Yale and Harvard he was
active with various drama
groups and directed the Hasty
Pudding Club and the Harvard
Dramatic Society In 1934, he
returned to England and worked
for several years as a film critic
for the British Broadcasting
Company (BBC). He also be-
came London commentator for
the National Broadcasting Com-
party (NBC) and covered the ab-
dication of King Edward VIII and
the Munich crisis
For many years. America was
Cooke s base as a journalist. He
was correspondent here. first,
for the London Times, then for
24 years. the chief U S. corre-
spondent for the Manchester
Guardian. His weekly BBC radio
broadcast about us. Letter from
America,. has been running
longer than any other program
in history He became an Amen-
can citizen in 1941
Through nine years in the
1950 s as the urbane Master of
Ceremonies of the memorable
Omnibus television series -
and more recently as commen-
tator on the Public Broadcasting
System s Masterpiece Theatre
series - he became familiar to
millions of Americans. Many re-
member him as the man who
took us through each episode of
the popular Upstairs. Down-

Arbitration Center moves into operation

Philadelphia has a new Arbi-
tration Center now in operation
at 1234 Market St Last month's
opening culminated a year-long
Joint effort of the Common Pleas
Court and the Philadelphia Bar
Association to improve the city's
arbitration system.
While Philadelphia's arbitra-
tion system is recognized
throughout the country for its fair
and effective administration of
Justice, in recent years the sys-
tem has suffered from overflow
and backlogging
In 1980 the raising of jurisdic-
tional limits for arbitrations from
$10,000 to $15.000 and the en-
actment of the 240-day rule
caused a tremendous increase
in cases listed on the arbitration
docket, more cases than the
system and its arbitrators could
handle.

Last year to increase the
number of panel members. for-
mer Chancellor Joseph H Fos-
ter and Common Pleas Court
President Judge Edward J.
Bradley signed a letter which
was mailed to all members of
the Association urging them to
sign up as arbitrators The re-
sponses to that letter and other
similar efforts increased the
number of panel members from
1900 to 3200
The quality of the system also
was enhanced by the new arbi-
tration rules and the new qualifi-
cations for arbitrators. All arbi-
trators are now required to take
a seminar sponsored by the Bar
Association which teaches
those attending how to properly
conduct a hearing An arbitrator
must have an office in Philadel-
phia and must have been a law-

yer for at least one year To
chair a panel an arbitrator must
have been in practice for three
years Certification that the law-
yer has tried a case is also
required
Currently the new method of
administration of the arbitration
system is presenting a savings
to the City of Philadelphia Arbi-
trators are no longer paid for
cases that are settled shortly be-
fore scheduled hearings With-
out additional compensation,
they are given substituted cases
for hearing and disposal The
Court estimates that at least
$40,000 was saved during the
November 1981 pilot program
Savings of as much as half a
million dollars per year are
expected.
The new arbitration facility in-
cludes ten rooms for arbitration

hearings  offce  for support
staff. an assembly room for wit-
nesses and counsel and a small
courtroom where motions are
heard and procedural questions
resolved by Supervising Judge
Ethan Allen Doty In addition to
Judge Doty, the program is
headed by the Deputy Court Ad-
ministrator for Civil Administra-
tion, Charles T ClIver, and a
staff that includes Arbitration
Commissioner Earl L Cahan
and Mary Alleva of the Court's
Arbitration Unit.
At the opening of the new
center last month, President
Judge Bradley announced plans
to again increase the ceiling for
compulsory arbitration to in-
clude all cases up to $20,000
leaving the court's calendar free
for the handling of larger civil ac-
tions and injunction suits.
