Expand judicial selection, says Board

The Philadelphia Bar Asso-
ciation's Board of Governors
has approved, in principle, the
aims of the Pennsylvania Jud-
icial Selection Project. The
project seeks federal and state
judgeships for women, racial
minorities, and lawyers who
have shown a prior commit-
ment to equal justice and free
service to the disadvantaged
in their law practices
The Resolution reads as fol-
lows:
Resolved that the Board of
Governors of the Philadelphia
Bar Association approves (in
principle) the Pennsylvania
Judicial Selection Project in

its efforts to increase within
the judiciary and within the
selection process itself, the
number of qualified women.
members of racial and other
minorities, and those with
backgrounds of service to the
disadvantaged or to other
public interests.
The Board took the action at
its Dec. 17 meeting The Board
specifically noted that, due to
a lack of statistical verification,
it did not embrace the statisti-
cal study presented by the proj-
ect s proponents in its State-
ment of Principles.
The project is a coalition of
30 civic and public interest

law organizations from the
Philadelphia area and across
the state. Support for the
project was recommended by
the Association's Civil Rights,
Women's Rights and Con-
sumer Protection committees.
In other action, the Board
approved a resolution from
the Worker s Compensation
Committee regarding pro-
posed rules of procedure for
appearances before worker's
compensation referees. The
rules are designed to speed
the determination of the rights
and duties of claimants, em-
ployers, insurors and their at-
torneys and to promote the

fair and efficient adjudication
of work-related injuries.
The resolution also calls for
the appointment of a broad-
based statewide Procedural
Rules Committee which would
draft new rules of procedure
for worker s compensation
proceedings after a thorough
review of all existing rules and
comments from interested par-
ties.
The Board also heard a
status report from New Bar
Home Committee Chairman
and Board Chairman Robert
C. Daniels. Daniels said he ex-
pects the bar association to
