traordinary educational enrichmin-

first time ever, the Philadelphia Bar
Association will offer an intensive trial
advocacy training course based on
S. Gerald Litvins well-known Acad-
emy of Advocacy
Under the personal direction of
Litvin and including a faculty of out-
standing Philadelphia trial lawyers.
this program will be conducted at
the Philadelphia Bar Associations
spacious new Conference Center on
the 11 th floor of One Reading Cen-
ter (ARA Tower) at 1 th and Market
Sts Participants will learn trial tech-
niques by performing actual exer-
cises and presenting two trials before
Judges and lures Well-known tral
attorneys will critique all presena
tions and give lectures and demon
strations on selected topics
Only 36 lawyers will be accepted
into the program This Special pro-
gram is designed for members of
the Philadelphia Bar Association
with two to eight years of litigation
experience Each participant must
have engaged in some form of trial
advocacy (i e Common Pleas Ar-
bitration, Federal Arbitration, Trial)
as a prerequisite to participating in
the program Applicants will be
screened and selected by an exec-
utive coordinating committee of
Conference planners and faculty
members.
An application to participate con-
stitutes a commitment on the appli-
cant's part to attend and participate
in every session. complete all class
assignments and be a part of the
entire course experience. Appli-
cants must have a willingness to
learn through small breakout ses-
sions. direct demonstrations, video-
tape  critiques  and  actual
participation stressing the three most
important areas of trial advocacy
proof, effectiveness and ethics.
Anyone unable to make these com-
mitments should not apply Appli-
cations are being mailed to all
Philadelphia Bar Association mem-
bers.

Board approves LRIS fees increase;
acts on resolutions at Dec. meeting

The Board of G-ernors has ap
proved an increase in two cate-
gories of the fee structure for the
Lawyer Referral and Information
Service (LRIS) Effective Jan t , the
fee for the first half-hour consulta-
tion with an LRIS panel member be-
came $20 Effective Apr 1. 1988.
the percentage of a fee due to LRIS
where the attorneys fee exceeds
$1'000 will become 20 percent for
cases in which the attorneys fee
exceeds $4.001 All other charges
in the fee structure for LRIS panel
membership remain the same The
action came at the Board s Dec. 17
meeting.
In other matters, the Board
approved a resolution from the Ap-
pellate Courts Committee recom-
mending to the Supreme Court s
Civil Procedural Rules Committee
that the Pennsylvania Rules of Civil
Procedure  be  appropriately

The Board also approved a res-
olution from the Criminal Justice
Section concerning non-refundable
bail fees The resolution urges the
Philadelphia Court of Common
Pleas and the Municipal Court to
revise General Court Regulation 80-
13 as follows:
(1) The 30 percent retention fig-
ure should be reduced to a more
equitable and standard percentage
certainly no more than 20 percent
of the total cash deposit posted on
behalf of a criminal defendant;
(2) There should be implemented
forthwith a maximum or cap on
the fee generated by and charged
to one criminal defendant on a par-
ticular case. said fee not to exceed
$500 and.

expenses incurred by the courts in
running the pretrial services pro-
gram generally and in operating the
percentage cash bail program as a
component thereof, with an addi-
tional accounting for all fees and
