Marion stresses
unity in profession

Declaring that it is remarkable
that there are so many diligent
judges of the highest integrity, ac-
complishing so much, in a system
that is so flawed, Association
Chancellor-Elect David H Marion
called for public financing of judici-
at elections in Pennsylvania cou-
pled with reasonable limitations of
personal and PAC contributions
Marion said that it is inherently in-
consistent with justice and the ap-
pearance of justice to have judges
soliciting for, and lawyers contribut-
ing to, judicial election campaigns
Therefore. he told more than 500
lawyers and judges at the Associ-
ation's Dec. 5 Annual Meeting at
the Bellevue Stratford Hotel, 'we
should seek legislation or a court
rule to prohibit such solicitations by
our judges and such contributions
by our lawyers.
While stressing that his call for
reform of the present judicial selec-
tion system does not release the
bar from its long-standing commit-
ment to ment selection. Maron said
the Association should recognize
that enactment of any merit selec-
tion system appears to be years
away and should focus instead on
constructive reform of the present
system. Marion also called for
adoption of three other changes to
reform the system. They are:
1. Rotating the ballot positions for
judicial candidates so that some-
one would not have the same ballot
position  in every judicial district

As topics for his address to bar
members, Marion targeted unity
within the profession, an honest
and efficient justice system and im-
provement of the profession s pub-
lic image He told his colleagues
that they should begin to improve
their public image by taking a sim-
pIe six-point pledge to create a
more positive relationship with ou
clients.
First, Marion took issue with
Chief Justice Warren Burger and
called for more contingent fee law-
yers, not less. Cautioning that law-
yers should keep such fees to a
reasonable percentage, Marion
called the contUnen49s syaent.
the most effective device yet de-
veloped to bring first-class legal re-
presentation to the poor and middle
class. He also asked the attorneys
to begin each client relationship
with a written agreement covenng
fees.
Second, he urged lawyers to
correspond with our clients, an-
swer their phone calls promptly and
inform them of developments
Third, he told his colleagues to
zealously argue the facts of law
without attacking each other 'Let's
stop being our own worst en-
emies! he declared.
Fourth, he called for a pledge to
resolve our clients' disputes ami-
cably and bnng a degree of peace
and harmony to their lives.
Fifth, he asked all Philadelphia
lawyers to take at least one pro
bono case per year.
Finally, he also asked them to
each take at least one continuing
legal education course each year
Calling for a unity within the pro-
fession based on principles that
we can all agree upon. Marion
urged various groups within the bar
to recognize that the challenges to
our profession are too great to af-
ford the luxury of division.
The Chancellor-Elect also com-
mitted the bar to working for reform
of Philadelphia's scandal-ridden
Traffic Court and expansion and
improvement of a truly random judi-
cial assignment system to avoid
judge shopping and promote public

held at the Association's Dec 5 An-
nual Meeting

Aftermath of an election
In the contested offices. Sey-
mour Kurland was elected Vice
Chancellor. Julius E. Fioravanti
was elected Assistant Secretary

and Murray S. Levin. H Robert Fie-
bach. Dianne M. Nast. Marc J. Son-
nenfeld and Sarah M Thompson
were elected to three-year terms on
the Board of Governors.
Uncontested candidates elected
to offices include Steven R. Wax-
man. Secretary Alan M. Topper.
Treasurer; and Deborah R. Willigl
Assistant Treasurer. Arline Jolles
Lotman, also unopposed, was
elected to a one-year term on the
Board.
