Specialization
Board Sets 1995
Application Period
for Certification
In 1995 the North Carolina State Bar Board of Le-
gal Specialization will again certify specialists in the
areas of
* bankruptcy law (consumer and/or business)
* real property law (commercial and/or resi-
dential)
* family law
* estate planning and probate law
* criminal law (federal/state criminal law,
state criminal law, and/or appellate criminal
law)
In order to be certified a lawyer must 1) show sub-
stantial involvement in the practice of law in the spe-
cialty field during the preceding five years, 2) attain
a specified number of hours of accredited continuing
legal education in the specialty field, 3) secure satis-
factory references or recommendations regarding the
lawyer's competence and qualifications in the spe-
cialty field, and 4) pass a written examination de-
signed to test the lawyer's knowledge and ability in
the specialty field.
Applications for certification will be ac-
cepted between June 1 and July 31, 1995. Appli-
cation forms as well as copies of the North Carolina
Plan of Specialization, tl e certification standards for
each specialty, and other important information can
be obtained by calling or writing: Alice Neece Mose-

Since applications were first taken in 1987, the
board has certified 327 attorneys as specialists. The
following persons are responsible for administering
the program: James E. Cross Jr., Chairperson, Ox-
ford; Roger W. Smith, Vice-Chairperson, Raleigh; Dr.
Ernest H. Brown, Jr., Lumberton; Buddy 0. H. Her-
ring, Winston-Salem; Dr. Jaroslav F. Hulka, Chapel
Hill; J. Fred Riley, Elizabeth City; Robert B. Lloyd,
Jr., Greensboro; Christine L. Myatt, Greensboro; and
William M. Place, CPA, Louisburg.

Supreme Court
Approves Rules
On December 8, 1994, the Supreme Court ap-
proved the recodified rules of the North Carolina
State Bar. The recodification included no substantive
amendments to the rules but was merely a reorgani-
zation and reformatting of the State Bar rules for
publication in the North Carolina Administrative
Code. The recodified rules will be published in their
entirety as part of a comprehensive lawyer's hand-
book later this spring in lieu of the winter edition of
the State Bar's Quarterly.
Prior to its consideration of the recodified rules of
the North Carolina State Bar, the Supreme Court
considered and approved previously published
amendments concerning the PALS Committee, the
conduct of disability hearings, and the appointment
of counsel for indigent defendants. The council's adop-
tion of all of these provisions was noted in the last
edition of the Newsletter.
