Public Hearings on
Lawyer Advertising
In November 1992 the president of the North Caro-
lina State Bar appointed a special committee to reex-
amine the rules of ethics governing lawyer
advertising in North Carolina. The committee will is-
sue a report to the council of the State Bar at the
July 1994 meeting of the council. This report will
evaluate the sufficiency, breadth, and clarity of the
existing North Carolina Rules of Professional Con-
duct which regulate advertising by North Carolina
lawyers. The committee seeks the input of every in-
terested person in North Carolina on this important
subject. For this reason, the special committee held
a public hearing on Friday, February 18, 1994, at the
North Carolina State Bar Building in Raleigh. A sec-
ond hearing is scheduled for Friday, March 18,
1994, at 10:00 a.m. in the commissioners' cham-
bers in the Guilford County Courthouse in
Greensboro. The participation of all interested at-
torneys is encouraged.
In 1977 the United States Supreme Court held in
Bates v. State Bar ofArizona that lawyer advertising
is a form of commercial speech protected by the First
Amendment. Nevertheless, the Bates decision and
subsequent decisions by the Supreme Court recog-
nize that advertising that is false, deceptive, or mis-
leading may be regulated. It is the tension between
the public's interest in receiving useful information

other interested individuals, are urged to attend.

State Bar Imposes
$75 Late Fee For
Delinquent Dues
The council of the North Carolina State Bar has
amended its rules to impose a $75 late fee upon all at-
torneys who pay their annual State Bar membership
dues after June 30, 1994. The State Bar mails out
dues notices in December of each year, reminding all
members of the State Bar of their obligation to pay
their annual membership dues and Client Security
Fund assessment. If you have not received your dues
notice, please contact the N.C. State Bar Member-
ship Department, P.O. Box 25908, Raleigi, N.C.
27611, or call 919-828-4620, ext. 240, and another no-
tice will be sent to you.
Members of the North Carolina State Bar who do
not pay their annual State Bar membership dues, Cli-
ent Security Fund assessment and applicable late
fee, are subject to suspension from the practice of law.
