Specialization
Update
The purpose of this plan of certified legal
specialization is to assist in the delivery of legal ser-
vices to the public by identifying to the public those
lawyers who have demonstrated special knowledge,
skill and proficiency in a specific field, allowing the
public to more closely match their needs with avail-
able services; and to improve the competency of the
bar by establishing an additional incentive for
lawyers to participate in continuing legal education
and meet the other requirements of specialization.

Board Adopts Inclusionary Policy
Since the inception of the program, the Board of
Legal Specialization has sought to achieve the pur-
pose set forth above by seeking to certify those
lawyers with the finest credentials. It has become
apparent, however, that many outstanding lawyers
in the state are not participating in specialization,
even though they are in all ways qualified to do so.
After recent discussions with the leadership of the
North Carolina State Bar, the board has deter-
mined that it must find ways to attract greater
numbers of qualified lawyers to specialization, in-
cluding changing the way the board looks at attor-
neys as specialists. It should not be the aim of the
program to allow only the most highly qualified at-
torneys to become specialists. The purposes of
specialization can be achieved by offering certifica-
tion to large numbers of attorneys in the state
whom the board might confidently represent to the
public as truly competent to offer legal services in
the various areas of specialty. It is not the inten-
tion of the Board of Legal Specialization to create
an attorney elite with this program; rather it is
to identify for the public the most competent
lawyers in the state.
Given the philosophy of the North Carolina State
Bar that the specialization program should be in-
clusionary rather than exclusionary, the board will
