POWE SEEKS NOMINEES FOR CASE
COMMITTEE
In a recent speech to the Orange County Bar Association
President E. K. Powe asked lawyers to recommend persons
to serve on the State Bar's CASE Committee. CASE is an
acronym which stands for certification, accreditation,
specialization and education. The committee will make an
in-depth study of specialization for lawyers, certification,
mandatory continuing legal education and accreditation of
continuing legal education programs. Powe said he expects
the committee to study how such programs could aid and
assist in improving the quality and delivery of legal services
in North Carolina.
Robinson 0. Everett of Durham will be Chairman of the
committee which will be composed of members of the
State Bar Council, each of the law schools in the State, non-
Council lawyers and laypersons.
Attorneys who wish to serve on the committee or to
nominate another for membership on the committee should
contact B. E. James, Secretary-Treasurer, The North Caro-
lina State Bar.
Enlarged Council Holds First Meeting
In its first meeting since the effective date of restructure
legislation, the State Bar Council gathered in January with
51 members present. The fifteen new councilors attended
a one-day orientation program led by Vice President
John W. Campbell and were formally introduced to the
Council at the Friday, January 18th meeting. Three addi-
tional councilors will be elected by the District Bars in the
Fifteen B District (1) and the 21st District (2). The com-
plete Council consists of the 50 councilors plus the four
officers.
The new members of the Council are: Charles F. Blan-
chard, G. Eugene Boyce, Joseph B. Cheshire, Jr., and Roger
W. Smith representing the 10th Judicial District; Robert
A. Spence, 11th District; Marshall T. Spears, Jr. and Charles
W. White, 14th District; Andrew G. Williamson, 16th Dis-
trict; Robert G. Baynes, Harold C. Mahler and John L.
Rendleman, 18th District; Hugh B. Campbell, Jr., S. Dean
Hamrick, Emil F. Kratt and James Y. Preston from the
26th District.                                  X

FTC Investigation Simplified
The investigation of the legal profession by the Federal
Trade Commission is moving along again, but at a different
pace. The head of the agency's investigation, Paul Peterson,
has recommended that the survey be voluntary in nature
and that a new, simpler questionnaire be released early in
1980. According to a report in the American Bar Associa-
tion Journal (January 1980) Peterson was taken with the
earnest bar leaders with whom he discussed the probe at
the meeting of the Southern Conference of Bar Presidents
in Williamsburg last fall. The investigation is intended to
shed light on the relationship between advertising, solicita-
tion, trade names and the price, quality and utilization of
legal services.
NCCU Gets ABA Affirmation
Dean Harry Groves has announced that North Carolina
Central University's School of Law has complied with sev-
eral demands of the ABA and no longer faces a threat of
losing its accreditation. In January 1975 the school was
informed by ABA officials that it was liable to loss of its
ABA accreditation if it did not upgrade the law library and
the physical plant and strengthen the faculty.
In a ceremony at the new but unfinished law school
building on January 25, 1980, Governor James B. Hunt,
Jr., praised Groves for the School's progress and com-
mended the General Assembly for appropriating the funds
necessary to upgrade the school. Groves said that during
his 31h years as dean, the school's budget has more than
tripled, nine more full-time faculty members have been
hired and over 50,000 volumes have been added to the
