MESSAGE FROM GEORGE J. MILLER, PRESIDENT
In an effort to broaden communications between the State Bar and its
members, the Newsletter, beginning with this issue will be distributed to
all licensed attorneys in the State. The full text of all the material
appearing in the Newsletter will be included in the forthcoming issue of
the Bar Quarterly.
The Council and I solicit your thoughts and recommendations regard-
ing the activities of the State Bar and its proposed programs. I stated
in October, and I repeat, we cannot carry out our responsibilities alone.
We need and solicit your help.
Recently, you received in the mail a poster-sized notice regarding
a proposed increase in your membership fee. I hope you have read it care-
fully because it outlined fairly succinctly three major programs your
State Bar will be funding with revenues from the increase: the expanded
Disciplinary Program; and, with legislative approval, the Client Security
Fund and the Fee Arbitration Panel.
The green poster as we call it, was only one part of a major effort
on the part of the State Bar to communicate to its members, the legislators,
the press and the general public, the need for these programs. We sent
packets of information which included a copy of the green poster to
the legislators and on January 14th we held a statewide news conference
to explain the proposed programs to the members of the press. I might
add that response from the press was very good and we will probably hold
more news conferences in the future as the need arises.
What is most important to us, however, is that you, the members of the
Bar understand and support the Client Security Fund and Fee Arbitration
Panel, along with the expanded Disciplinary Program. If you haven't read
the poster, I urge you to do so.
With your help we can make the North Carolina State Bar one of the
best in the country. Please support us in our efforts!
COMMITTEE ON LEGAL AID TO INDIGENTS & REFERRALS
The Committee has recommended and the Council has adopted a resolution
to seek legislation to amend Chapter 84 to permit legal aid societies to
render indigent legal services through duly licensed attorneys under the
non-profit corporation Act subject to the rules and regulations of The
North Carolina State Bar as approved by the Supreme Court.
