Annual Report Of The President

(ED. NOTE: For the benefit of those
unable to attend, the Annual Report
of the President, presented by Frank
D. Montague, Jr. at the State Bar
Convention, is set forth below.)
In 1932, Mississippi became the
sixth state to have a unified bar integ-
rating within its membership all
lawyers admitted to practice in the
state. Originally founded in 1824, its
duties are to discipline its members,
sharpen their skills, improve the ad-
ministration of justice, and serve the
public. It operates through a board of
commissioners and many commit-
tees of Mississippi lawyers and
judges who donate their time and
energy in the upbuilding of the pro-
fession. It is thus with deep apprecia-
tion and respect for you and your

labors that I report to you that which
you have done in the past year, most
of it a completion or continuation of
that begun by prior administrations.
You have:
Considered 118 sworn complaints
of professional misconduct, dismis-
sed or resolved 75, issued six re-
primands and 11 censures, filed five
disbarment suits, and have 32 com-
plaints under investigation, all at a
cost of more than $17,000 for discip-
linary administration - not due to
the number of miscreant lawyers, but
the complexity of investigating a few;
Rendered nine ethics opinions;
Initially funded and prepared the
operating regulations of the Client
Security Fund;
