Merit Selection Of
Judges Urged Upon
Gubernatorial Candidates
Section 23-5-247 of the Mississippi
Code of 1972 provides that the Gov-
ernor shall appoint a qualified person
to hold the office and discharge the
duties thereof until a vacancy shall be
filled by election according to the
provisions of the Section whenever a
vacancy exists in the office of the
Judge of the Supreme Court, or Cir-
cuit Judge or Chancellor. Heretofore,
there have been no governors willing
to utilize the guidance of the Bar or
the citizens of this State in filling
these vacancies. In spite of the efforts
of the Bar in encouraging the use of
judicial nominating committees to
assist the governor in picking qual-
ified attorneys to hold the post, this
has remained a political patronge
plum.
In conjunction with this year's
gubernatorial campaign, the Judicial
Selection Committee of the Young
Lawyers Section of the Mississippi
State Bar has approached a number of
the candidates for the office of Gov-
ernor and has received favorable re-
sponses from William Winter,
Maurice Danton, and Gil Carmichael
regarding the various aspects of merit
selection and judicial appointments.
Mr. Danton and Mr. Carmichael
has expressed great interest and ap-
proval of the Bar-sponsored plan to
use committees of lawyers, judges
and laymen to assist the Governor in
filling judicial vacancies. They have
also expressed interest in the ap-
pointment of a Governor's commis-
sion on judicial reform to study the
complete judicial system and report
to the Governor concerning areas
where the system should be reformed

Ed Ellington, Chairman of the Thirtieth Annual Mississippi Law Institute,
has announced that the topic for this year's Institute will be State Court
Discovery. Ellington said: Due to the recent passage by the Legislature of
