Specialists Coming?
The American Bar Association Board of
Governors has authorized a new study to
determine the feasibility of a national plan
to recognize specialization in law practice.
The committee will examine all aspects of
specialization and methods for determining
the qualifications of voluntary specialists for
certification to the bar and public. The
seven-member committee will be charged
with preparing certification plans for con-
sideration of the Board and House of Dele-
gates, if it determines formal specialization
is feasible at this time.
The study will be the third since the
House   adopted  a   resolution  approving
specialization in principle in 1954. Earlier
efforts failed to produce a definitive plan.

Rules For Legal Service Prograrns,
Set By Bar Commissioners
On December 7, 1967, the Board of Bar Commissioners adopted new and more
detailed rules and regulations applying to the participation by local bar associations in
programs for legal services to the poor which are related to the Office of Economic
Opportunity. Basic minimum  standards for such participation were adopted by the
Mississippi State Bar in Convention last June, but the implementation of those standards
should be facilitated by the following rules. *,

for a legal service program, the incorporators
and officers of same shall secure the specific
approval of the Board of Commissioners of
the Mississippi State Bar.
5. A  non-profit corporation  conducting
a legal service program shall not file any
legal proceedings of any kind in its name
without the prior specific approval of the
Board of Commissioners of the Mississippi
State Bar, provided, in the event time is of
the essence, such non-profit corporation may
commence a legal proceeding with the
written consent of the President of the Mis-
sissippi State Bar.
6. In the event a non-profit corporation
conducting a legal service program is named
and joined as a part to any legal proceeding,
it shall forthwith deliver a copy of all
pleadings to both the President and Secre-
tary of the Mississippi State Bar.
7. All non-profit corporations shall deliver
to the Secretary of the Mississippi State
Bar, a list of the names and addresses of all
officers, directors and members of non-profit
corporations organized for legal service pro-
grams when such corporations are organized,
and at all times thereafter whenever any
changes occur in the composition of the
officers, directors and members, by virtue
of death, resignation, election, change or
residence or otherwise.
