We are mini ters of justice, and no lawyer is worthy of any reputa-
tion in the profession, whatever his ability may be, if he does not
regard. himself first and last as a minister of justice in the community
in which he practices. -CHARLES EVANS HUGHES.

The State Bar Commission Meeting
Before the next issue of The State Bar Journal reaches its readers the
State Bar Act (approved March 31, 1927; Stats. 1927, Chap. 34) will have
become effective and all persons now entitled to practice law in this
State will have been blanketed into The State Bar of California, a public
corporation created to control the admission, discipline and, disbarment of
lawyers. Under the provisions of the act:
No person shall practice law in this State subsequent to the first
meeting of the State Bar unless he shall be an active member thereof.
On July 29 there will go out to the members of the bar of California
a registration card and a bill for $3, which is the amount of the organiza-
tion fee to be paid by every lawyer pursuant to the act. This registration
card must be filled out by each member of the bar and returned to the
office of the State Bar Commission, together with the $3 organization fee,
which registration must be completed and payment made on or befoi'e the
date of the organization meeting which has been scheduled for Friday,
November 18, 1927, in San Francisco. Upon receipt of the remittance, a
certificate evidencing remitter's membership until two months after the first.
meeting will be immediately mailed.
Only members who have completed their registration and paid their
organization fee on or before October 1, 1927, will be entitled to vote for
members of the Board of Governors, one of whom is to be elected from
each Congressional District, except that in the county of Los Angeles and
the city and county. of San Francisco, which each contain two Con-
gressional districts, members will be entitled to vote for two members of
the Board.
Nominating petitions for members' of the Board of Governors will be
furnished upon application at the office of the State Bar Commission.
Nominating petitions for governors must be filed in the office of the com-
mission not later than October 1, 1927. It is well for members of the bar
to bear in mind that in voting for members of the Board of Governors
they must vote in the district in which they live and not in the district in
which they maintain their offices.
