THE CHAIR REPORTS
I'd hate to follow that act is a familiar lament of Hollywood perform-
ers. I now know the feelings that underlie that exclamation. Ralph Brock,
ever the consummate historian, has competently documented the beginnings of
our section in previous issues of The Appellate Advocate. His modesty, how-
ever, prevented him from properly extolling his own efforts in these successful
beginnings. In the original meetings, we timidly hoped for 200 members and
budgeted accordingly; we were so pessimistic, in fact, that it was felt necessary
to underwrite the first year expenses for the organization. At the end of the
year, we have more than 800 members, a healthy bank balance, an extraordinary
quarterly newsletter, and unbridled enthusiasm among the membership that,
weekly, brings forth unsolicited offers of help and labor. Ralph Brock's organ-
ization, punctuality, stubbornness, and mother hen attitude is in large measure
responsible for this pleasant state of affairs. Kudos to Ralph when you see
him!
Oh, but what to do for an encore! Your chairman is cautious against
enthusiasm run amuck, letting one's eyes get bigger than his stomach My pre-
ference is to set attainable tasks and do them well to preserve the momentum
we have already achieved. Accordingly, I suggest concentration upon the fol-
lowing areas for 1988 - 1989:
(i) Encouragement and continued sponsorship of worthy continuing
education projects in the field of appellate advocacy. (Currently, we have com-
mitted to jointly sponsor a seminar at the forthcoming judicial conference, and
other such projects are under consideration.)
(ii)  Continuing to press forward with revision and republication of the
Texas Appellate Practice Manual, a project that is already off the ground.
(iii)  Activating the standing committee structure. It is on this subject
that I most earnestly solicit your suggestions. Suggestions of committees (other
than those in the by-laws) that would significantly advance the cause of appel-
late advocacy are greatly appreciated.
Now for some current news flashes:
* ' * In late June, the section co-sponsored an advanced appellate prac-
tice seminar. The seminar was under the capable direction of your council
member, Professor L. Wayne Scott of St. Mary's University. The program re-
ceived excellent reviews from the audience. Attendance reached the maximum
and registration had to be closed prior to the beginning of the seminar.
I * * On October 6 and 7 of this year, the annual seminar of the Bar of
the Fifth Federal Circuit will be held in New Orleans. This year's program has
taken on a practitioner-oriented bent that promises to be rewarding. Members
of our section have had a hand in the planning. Sidney Powell (Strasburger &
Price, Dallas) has done yeoman work in the organizational stages and Don Hunt
(Carr, Evans, Fouts & Hunt, Lubbock) has been tapped to be the speaker on
federal brief writing. One can fulfill virtually all of the required MCLE hours
by such attendance, including the ethics requirement.
