APPELLATE SECTION ORGANIZED
For several years now, whenever appellate lawyers gathered, somebody
was bound to mention the need for organizing a State Bar Appellate Section.
Not until October, 1986, during the Fifth Circuit Appellate Practice and Ad-
vocacy Seminar in New Orleans, did Mike Hatchell of Tyler, Marvin S. Slo-
man of Dallas, and Ralph H. Brock of Lubbock decide to constitute themsel-
ves an ad hoc committee to one started.
Hatchell ferreted out the requirements for creating a new section, se-
cured the requisite signatures on a petition of prospective members, and
drafted the statement of need. Brock drafted proposed bylaws, and Sloman
prepared a proposed budget for submission to the State Bar Board of Direc-
tors. Roger Townsend of Houston joined the ad hoc committee in November
to serve as liaison with the Directors.
In order to get the proposed Section on the agenda for the February
directors meeting, the ad hoc committee completed the package by the end
of December, and the directors approved the creation of the section last
February.  Action was taken in time to include the section on the annual
dues statement mailed in May.
Hatchell called an organizational meeting of the section in April and a
slate of officers and council members was nominated. The slate was elected
(sidebar) at the first annual meeting during the State Bar Convention in
June. Also at the meeting, Russell H. McMains of Corpus Christi discussed
civil appellate specialization. More than 20 lawyers and judges attended.
At press time, the section is flourishing with a paid membership of
more than 700 members. Dues are $10, payable to the Secretary-Treasurer.
THE CHAIR REPORTS
I am honored to have been elected chairman of this new section.
Railroaded might be a better word, but it would diminish not only the
gratitude I feel but the importance of the work to be done this first year.
We intend to publish the Appellate Advocate on a quarterly basis - an
ambitious undertaking for a fledgling section, but an important one if we are
to serve our members. We might not have such aspirations if the newsletter
were in the hands of someone other than Lynne Liberato, our capable editor.
The section has already co-sponsored two seminars:  the Cost Control
at the Courthouse symposium held September 30 in conjunction with the Ju-
dicial Section Annual Conference in Corpus Christi, and the Advanced Appel-
late Practice Course in Austin October 1 and 2. The Council will meet dur-
ing the Practice Course and look at proposals to update some venerable ap-
pellate publications that have been neglected during the last few years.
We hope to be a section for all appellate lawyers and judges, civil and
criminal. We are here for your benefit, and your suggestions and comments
are solicited. Let us know your ideas, and help us recruit new members.
