AMDUENTS MADE TO DRAFTS, AGENCY NO. 2-R AND AGENCY NO. 4-R,
AND RESOLUTIONS PASSED BY COUNCIL
DECEMBER 18 - 19, 1925.
At a meeting of the Council, held at the Association of the Bar of
the City of New Yorkp December 18 - 19D inclusive, the Drafts of Agency-
Agency No. 2 - R and Agency No. 4 - R - prepared by the Rejorterv Floyd
R. Uchem, and the Advisers in Agency, were discussed, section by section, with
a view to suggestion .and criticism.
The President, Mr. Udkcersham, submitted to the Council in connection
with Agency go. 2 - R, a draft known as Agency No. 2 (a) - Rp being a criticisz
of Section 8 and Seotkqns 18 - 15 of Agency No. 2 - R by Richard R. Powellp one
of the Advisers in Agency, which was considered in connection with the discussion
of these particular Sections.
Mr. Mechem opened the discussion with the following statementi
Although I comen before you to present these drafts, I want to say at the
outset that they are a joint product, and I want to &cknowledge my indebtedness
to the gentlemen whose names are appended and who have acted as my Advisers.
It is my duty to state I can't imagine how anybody could receive as much
sympathetic, unselfish and kindly advice on a subject as I have on this. These
experts have all turned in to do this work. If there is any merit it belong#
to them. I will answer for the faults and they may have the credit.
