Statement

ESSENTIAL EUMAN RIGHTS

A Committee of .Advisers,
Srepresenting the principal cultures of the world.
Resolutions Adopted by the Council February 24, 1944.
RESOLVED: First, That the Council has received the Report
of the Committee of Advisers on Essential Human Rights and
has considered the same. As a result of its study it has
resolved that there is at the present time no reasonable
probability that an International Bill of Rights or a
,Charter of Essential, Human Rights can be formulated by the
: nstitute.i
RESOLVED: Second, That the Report, including the .Appendix,
be communicated in the usual form to the membership of the
Institute, together with a copy of the foregoing resolution,
with the recommendation that if the action of the Council
is approved by the annual meeting, the resolution be reported
to the contributing Foundations with a clear statement that
• the.Institute expresses neither approval nor disapproval of
-the recommendations of the Report.
