Question whether some such paragraph as the foLlovedng should be
included:
Every one (citizen) shall have the right to acquire End orn property.
Article 17 provides No one shall be denied the rights stated in this
Declaration by reason of nationality, race, religion,or sex or be denied equal
protection of the laws.
As    the right to acquire end hold property is st present not stated
as a right, the first clause in Article 17 does not of itself prevent ajclsssi-
ficetion of property rights based on nationality, race, religion, or sex. The.
clause No one shell be denied equal protection of the laws protects the indivi-
duel from being deprived of any property right rhich he has at the time of denial
on account of nationality, race, religion, etc., but it may not prevent the
enactment of a law which would deprive persons because of nationality, race, etc.,
from eccuiring property; although it can be argued tht the right to acauire
property is itself a property right. In the United States there is no restric-
tion by legislation on the right to acquire property. Private arrangements
between two neighboring lend owners or between conveyor and conveyee of lend
sometimes attempt to prevent subsequently conveying the lend to Negroes or-the
occupation of the land by Negroes. These arrangements known as  covenants
running with the land have been upheld in several states as valid coi ensnts.
As drafted, the articles in the Declaration place restrictions and positive duties
on Government, but not on-individuals in their private capacity.
