Dear Mr. Lewis:
I am very glad indeed to have word of your
acceptance of membership on the enlarged Committee
on Human Rights. In view of the fact that the
United Nations Commission on Human Rights will meet
on April 29, it is important that this unofficial
American committee should proceed at once with its
program. There is another reason for action in the
immediate future and that is the fact that the peace
treaties are in the process of formation and that
definite and special conditions should be attached
to them with reference to the guarantee of human
rights.
The Executive Committee at its last meeting
took steps toward the fulfillment of this program.
In the first place, we are drafting a document for
submission to the American member of the United
Nations Commission on Human Rights, Mrs. Eleanor
Roosevelt, In the second place, proposals for human
rights clauses in peace treaties and in the trustee-
ship agreements which are being prepared. A state-
ment on this subject is enclosed. Any suggestion or
comment which you may have, both as to the objec-
tives to be obtained and the methods of achieving
them, will be gratefully received by the Executive
Committee.
