Apartado 851
Panama, R. de P.
Dear Dr. Alfaro:
It is very good to receive your letter of November 29.. I e glad you
have met Dr. Garcia Amador and will try even with your many present duties
to keep me informed as to his progress on the translation of the Restatement
of Conflict of Laws.
We have had a hard time in relation to getting the work on the Report of
Essential Human Rights published in such a manner as to attract general
attention and stimulate discussion. Recently we have made some progress. The
organization -known asAmericans United3,of which Dr. Ernest M. Hopkins, President
of Dartmouth College, is Chairman, combines a number of organizations interested
in post-war problems. This organization has decided to get out at once work on
the implementation of human rights by the Commission to Study the Organization
for Peace. The Americans United will immediately follow it by our Committee!s
Essential Human Rights. The expense of publishing, organizing meetings, etc.,
is considerableand Ellingston and myself will be expected to help in raising
money, which we are very willing to do. I think we are on the right track of
a proper publicagion. We shall keep you in touch with what goes forward,
