An International Bill of Rights.
I am very glad to have been given this opportunity to talk -60 you
about the work which the American Law Institute is trying to do on an Inter-
national Bill of Rights. The Institute needs the help which alviays comes when
intellectual people, especially members of the Bar, start doing some real
thinking on the problems which confront us in our work. The Institute has
never unaertaken anything of greater immediate importance or of greater
difiiulty than this International Bill of Rights Project.
There is no need for me to labor the importance of post-war
problemu. The English, French, and ourselves non the first Tiorld War, fought
to make the world safe for Democracy. Twenty-three years afterwards Germany
was stronger than ever and Democracy was end is today more in danger of annihila-
tiun than ever before. The lesson is plain: Our freedom, national and in-
divicual, our values, spiritual and matcrial, cannot survive unless we not only
win the war in a military sense but establish a durable peace.
Neither do I need to streas here the difficulty of pot-war problems.
We did not realize that difficulty in the la-t wrr.  M ile it was going forw~.rd,
people gave little or no thought to post-war international a.rangements. As a
consequence we achieved victory unprepared to secure a peace that would be more
than a bemporary truce. N'e in the United States insisted on lines of action
