I. Introduction
Since the 1996 cloning of Dolly the sheep, the issue of re-
productive cloning1 has been a highly debated topic among aca-
demics, doctors, scientists, theologians, lawyers, activists, and
policy makers throughout the world. The issue is of great im-
port to the members of such groups because reproductive clon-
ing has the colossal, but untapped, potential to ensure every
human being the chance to produce genetically related off-
spring, yet, it carries the weight of being a strange and unnatural
method of reproduction. On the one hand, the assurance of
reproduction will likely be treated as a god-sent blessing by those
who cannot have children using conventional or current medi-
cal methods. On the other hand, its potential to destroy the uni-
queness and identity of humans leads many to believe that
reproductive cloning is unethical.2 Further, the irregularity of
the procedure is seen by some religious groups, politicians sup-
porting these groups, and those uneasy with the idea of circum-
venting the genetic lottery as human infringement into God's
work.3
Ultimately, the issue of whether reproductive cloning can
be used to create life will fall squarely on the shoulders of
lawmakers. Currently, there is no consensus on how reproduc-
tive cloning should be legislated (i.e., a complete ban, binding
regulations, self-regulation, or no regulation at all). The U.S.
federal government has been reluctant to pass any laws on the
