      NEW SEATO ARRANGEMENTS

 T HE Australian Prime Minister, Mr. Gough Whitlam,
    said in Bangkok on 1 February, that his govern-
ment is content with the new arrangements for


  SEATO.
  We have no objection to the
Manila Treaty,  he said, the
preamble to which expresses
views and principles which were
and still are valid-such matters
as economic development and so-
cial justice. But, he went on,
the SEATO organization empha-
sised an aspect which no longer
is relevant. SEATO arose out of
the Dulles policy of military con-

  FOLLOWING the major de-
    cisions of the New York
 Council Meeting in Septem-
 ber last year, the structure
 of the SEATO headquarters
 organization has been exten-
 sively re-arranged. The in-
 ter-governmental negotiating
 structure-the SEATO Coun-
 cil, Council Representatives,
 Military Advisers and their
 representatives - remains
 unaltered.
   From I February 1974 SEATO
will comprise four offices:
   OFFICE OF THE SECRETARY-
GENERAL (OSG): responsible for
co-ordination,  protocol, confer-
ences, liaison with national dele-
gates, information and security.
   OFFICE OF ADMINISTRATION
(OA): An integrated administrative
office for all personnel, military and
civil, with sections for Adminis-
tration, Central Services, Tran-
sport, Finance, Personnel and the
SEATO Library.
   OFFICE    OF   SECURITY AF-
FAIRS (OSA): Headed by the third-
ranking officer in the Secretariat,
currently retired Police General
Chamras Mandukananda, this office
is primarily responsible for pro-
viding SEATO assistance to the se-
curity/development programmes of
Thailand and the Philippines. The
office is organized in three sec-
tions:
   Intelligence and InsurgencyAna-
 lysis Division (IIAD): this section
 will study and identify the changing
 targets, techniques and tactics of
 subversive and insurgent campaigns
 and attempt to establish their root
 causes. It may recommend possible
 CSI action to the regional member
 countries.
   Advisory and Training Division
(ATD): is to provide advice and
expertise on CSI training, including
audio-visual and information as-
pects.
   Exercise Planning and Support
Division (EPSD): will plan and pre-
pare exercises and provide the spe-
cialist expertise required in the
support role for exercises. It will


also revise SEATO publications and
docurients and provide the co-or-
dination necessary for standardiza-
tion matters.
   OFFICE OF SOCIAL AND ECO-
NOMIC AFFAIRS (OSEA): respon-
sible for planning and implementing
a programme designed to supple-
ment national efforts towards eco-
nomic and educational development.
The office is divided into two sec-
tions:
   Economic - to identify and im-
plement annually the various pro-
jects of SEATO assistance of re-

levance to security and development,
community development and civic
action.
   Education--to assist the develop-
ment of primary, general and voca-
tional education in the regional
member countries, and to advise on
minority and hilltribe educational
problems.
   The Military Planning, Public In-
formation and Research Offices of
the previous organization   have
been abolished. Some personnel
have been absorbed within the new
offices, but overall there will be
a   reduction in staff. This will
amount to a cut from 38 to 11 in
the case of military officers and
of 36 to 23 for the civil interna-
tional staff.
   SEATO Secretary-General, H.E.
Mr. Sunthorn   Hongladarom   an-
nounced the   new framework at a
press conference on 26 November.
Decisions were taken at the Eigh-
teenth Council Meeting in New York


on 28 September with a view to re-
organizing  the South-East Asia
Treaty Organization to ensure SEA-
TO's programmes wereappropriate
to the new situation in the Treaty
Area, he said. Neither then nor
now is there any proposal to alter
the SEATO Treaty, that is the South-
East Asia Collective Defence Trea-
ty.
   The effect of the decisions ta-
ken in New York, he said, will
be broadly to:

0 Increase support for the inter-
   nal security and development
   programmes of the Philippines
   and Thailand;
* Continue and even increase mul-
   tilateral or bilateral social and
   economic aid by SEATO mem-
   bers;
 * Integrate civil and military staff;
 * Reduce military activities;
 * Reduce civil and military staffs,
   particularly military.
   As a first step in integrating
the civil and military elements, Mr.
Sunthorn said, the SEATO Deputy
Secretary-Generalship, on the com-
pletion of the term of Mr. Robert
Hyslop of Australia on 12 Novem-
ber, had passed to the former Chief
of the Military Planning Office,
Brigadier General Antonio N. Ve-
nadas of the Philippines.

and the New Zealand Government,
at the same time, resolved to
dismantle the residual elements
of that doctrine as embodied in
SEATO. We spent some months
in consulting with the surviving
members of the Manila Treaty
on this issue and the result was
the new arrangements which were
made in New York between the
various Foreign Ministers last,/
September.   My Government is
content  with the new arrange-
ments.... consummated within the
last week. 0

planning, Mr. Sunthorn explained,
will mean that the existing plans
will not be subjected to constant
scrutiny and updating as previously.
But they will not be abandoned.
The 18th Council Meeting recom-
mended that current military plan-
ning activitiesshould be suspended
until such time as otherwise direct-
ed.   In the event of outside ag-
gression against the treaty area,
the plans could be quickly reacti-
vated and revised should the Mili-
tary Advisers so advise the SEATO
Council, Mr. Sunthorn said.

Exercises to continue
   Member countries, the Secre-
tary-General continued, agree in
principle to continue joint military
exercises under the aegis ofSEATO.
They appreciate the benefits these
exercises offer in terms, forexam-
pie, of standardizing war materials
and communications equipment.
   Detente and rapprochement, the
Secretary-General said, indicate
that open military aggression is no
longer as imminent as it seemed
some years ago. But he said there
was   no evidence to suggest that
external assistance to subversion
and insurgency in the region is
declining. SEATO's activities inthe
countersubversion and insurgency
field should at least be maintained
and possibly increased, he said.


Seato Record to be discontinued


This issue of SEATO Record
will be the last. The journal
has   been  published regularly
since 1961, first as a magazine
and, since August 1972 in a ta-
bloid newspaper format.  Six
issues were published yearly until
1973, when the Record became
a quarterly.

The decision to discontinue pub-
lication follows the disbandment
of the SEATO Public Information
Office.  Within the reorganized
SEATO, information   activities


will be the responsibility of an
officer within the Office of the
Secretary-General.    Inquiries
