TRANSMITTING
UNITED NATIONS CONVENTION AGAINST TRANSNATIONAL ORGA-
NIZED CRIME (THE CONVENTION), AS WELL AS TWO SUPPLE-
MENTARY PROTOCOLS: (1) THE PROTOCOL TO PREVENT, SUP-
PRESS AND PUNISH TRAFFICKING IN PERSONS, ESPECIALLY
WOMEN AND CHILDREN, AND (2) THE PROTOCOL AGAINST
SMUGGLING OF MIGRANTS BY LAND, SEA AND-AIR, WHICH
WERE ADOPTED BY THE UNITED NATIONS GENERAL ASSEMBLY
ON NOVEMBER 15, 2000. THE -CONVENTION AND PROTOCOLS
WERE SIGNED BY THE UNITED STATES ON DECEMBER 13, 2000,
AT PALERMO, ITALY

FEBRUARY 23, 2004.-The Convention was: read the first time, and to-
gether with the accompanying papers, referred to the Committee on
Foreign Relations and ordered to be printed for the use of the Senate
