REPORT


                        of the

      Crimes Survey Committee



To the Chancellor and Members of the Law Association of
    Philadelphia:

    The Committee appointed pursuant to the request of
the Judges of the Courts of Common Pleas of this County
to make a survey of all matters connected with the
administration of criminal justice in Philadelphia, to report
the results of their inquiry together with their recommenda-
tions as to the measures that should be adopted in order to
better the existing situation, if it be found in any respect
to need improvement.

               RESPECTFULLY REPORTS:
That the Committee has held many meetings, and has
examined a large number of persons, whose testimony was
taken stenographically and occupies 2491 pages.
    Every one appearing before the Committee was assured
that the name of the person would not be made public, and
the notes taken would not be seen except by the stenographer
and the members of the Committee and would be destroyed
when the report of the Committee was prepared.
    The meetings were attended by Messrs. Francis Shunk
Brown, John Hampton Barnes, James Collins Jones and
Theodore F. Jenkins, the latter being Chairman. The other
members desired to be relieved and did not attend.
    Mr. Jones prepared a draft of a report which was being
revised with him at the time of his death. The draft is the
