This report, required by Section 1.13(f) of the Commission's Rules of Prac-
tice, contains the Presiding Officer's summary of the public record and initial
findings and conclusions with regard to those issues designated by the Presid-
ing Officer and such other findings and conclusions as he has seen fit. The
report has not been reviewed or adopted by the Bureau of Consumer Protec-
tion or the Commission. The Commission's final determination in this rule-
making proceeding will be based upon the record taken as a whole, including
this report by the Presiding Officer, the report and recommendations pre-
pared by the staff under Section 1.13(g) of the Rules of Practice, and com-
ments upon these reports received during the 60-day period after the staff
report has been placed on the public record.
