Application of

  FINNAIR OY and KAR-AIR OY                        Docket 19632

for approval of wet and dry
lease agreements.



                         ORDER OF APPROVAL

     By Order 73-5-55, approved May 8, 1973, the Board. inter alia,
issued amended foreign air carrier permits to Finnair oy and Kar-Air oy
authorizing the carriers to engage in wet lease charter operations for
each other, subject to a requirement (Condition 3(g)) that they shall
not wet or dry lease aircraft to or from each other without prior Board
approval.

     On September 9, 1974, Finnair and Kar-Air filed a joint application
requesting approval of two wet leases.  The first flight will depart on
October 8 from Helsinki destined for New York with a technical stop at
Keflavik.  The second flight will depart on October 8 from New York
destined for Helsinki with a technical stop at Keflavik.  The flights
will be operated pursuant to wet leases from Kar-Air to Finnair.

     No answers in response to the joint application have been filed.

     Upon consideration of the application and all the relevant facts,
the Board has determined that approval of the proposed leases is con-
sistent with the public interest.  The subject agreement is essentially
similar to agreements between the carriers which the Board has previously
approved. 1/
