for authority to operate travel group
charters.



                                ORDER

     By Order 71-4-159, dated March 5, 1971, the Board issued a foreign
indirect air carrier permit to Thos. Cook & Son (Continental and Overseas),
Ltd. (Great Britain) d/b/a Thos. Cook & Son, Inc. (U.S.) [hereinafter Thos.
Cook].  That permit provides that Thos. Cook is authorized  to engage
indirectly in foreign air transportation of persons from any point or
points in the United States to any point or points outside the United
States, and return.  Inclusive tour charters and contract bulk inclusive
tours (see Parts 378 and 378a of the Board's Special Regulations) were at
the time the only types of operations generally permitted by the Board
relevant to the indirect air carrier authority of the type sought by
Thos. Cook.  Accordingly, Order 71-4-159 provided that with respect
to operations conducted pursuant to the authority granted herein, the
holder shall be subject to the provisions of Parts 378 and 378a of the
Board's Special Regulations.
