                        ORDER FIXING FINAL MAIL RATES

Mississippi Valley Airways, Inc., and other interested parties were
directed to show cause by Order 70-10-90, dated October 16, 1970, why the
Board should not establish the service mail rates proposed therein.

The time designated for filing notice of objection has elapsed and
no notice of objection or answer to the order has been filed. All parties
* have therefore waived the right to a hearing and all other procedural steps
short of a decision by the Board fixing the service mail rate.

Upon consideration of the record, the findings and conclusions set
forth in said order are hereby reaffirmed and adopted.

Accordingly, pursuant to the Federal Aviation Act of 1958, and
particularly sections 204(a) and 406 thereof, the Board's Regulations,
14 CFR, Part 302, 14 CFR, Part 298, and the authority duly delegated by the
Board in its Organization Regulations, 14 CFR 385.16(g),

          IT IS ORDERED THAT:

          1. On and after September 17, 1970, the fair and reasonable final
service mail rates to be paid to Mississippi Valley Airways, Inc., pursuant
to section 406 of the Act for the transportation of mail by aircraft, the
facilities used and useful therefor, and the services connected therewith
between Winona, Minnesota, on the one hand, and Minneapolis, Minnesota,
and Chicago, Illinois, on the other, shall be:

              (a) For priority mail, the multielement rates established
                  by the Board in Order E-25610, August 28, 1967;

*Corrected to read nonpriority mail in lieu of priority mail in the
