The establishment of service mail rate for
          NOR-CAL AVIATION, INC.                        Docket 22446
       d/b/a SHASTA FLIGHT SERVICE



                           ORDER TO SHOW CAUSE

     The Postmaster General filed a notice of intent August 6, 1970,
pursuant to 14 CFR, Part 298, petitioning the Board to establish for the
above captioned air taxi operator, a final service mail rate of 60 cents
per great circle aircraft mile for the transportation of mail by aircraft
between  Redding and San Francisco, via Sacramento, California, five
round  trips weekly.

     No protest or objection was filed against the proposed services
during the time for filing such objections.  The Postmaster General states
that the Department and the carrier agree that the above rate is a fair and
reasonable rate of compensation for the proposed services.  The Postmaster
General believes these services will meet postal needs in the market.  He
states the air taxi plans to initiate mail service with Piper Turbo PA-31
aircraft.


     It is in the public interest to fix, determine, and establish the
fair and reasonable rate of compensation to be paid by the Postmaster
General for the proposed transportation of mail by aircraft, the facilities
used and useful therefor, and the services connected therewith, between the
aforesaid points.  Upon consideration of the notice of intent and other
matters officially noticed, it is proposed to issue an order 1/ to include
the following findings and conclusions:

     The fair and reasonable final service mail rate to be paid to
          NOR-CAL AVIATION, INC.,  d/b/a SHASTA FLIGHT SERVICE
in its entirety by the Postmaster General pursuant to section 406 of the
Act for the transportation of mail by aircraft, the facilities used and
useful therefor, and the services connected therewith, shall be 60 cents
per great circle aircraft mile between Redding and San Francisco, via
Sacramento, California, based on five round trips per week.


1j  This Order to Show Cause is not a final action and is not regarded  as
     subject to the review provisions of 14 CFR, Part 385. These provisions
     will be applicable to final action taken by the staff under authority
     delegated in section 385.16(g).
