Application of

     WORLD AIRWAYS, INC.            :     Docket 21985

for an exemption pursuant to
section 416(b) of the Federal
Aviation Act of 1958, as amended.


                        ORDER GRANTING EXEMPTION

     By application filed on March 5 1970, World Airways, Inc.  (World)
seeks exemption pursuant to section  l416(b) of the Act to enable it to
perform one single entity charter flight from Los Angeles, California
to Dubai, Trucial States (Persian Gulf), on or about March 9, 1970,
for the Western Offshore Drilling and Exploration Company (Western).

     In support of its application World alleges, inter alia, that this
is an all-cargo flight carrying 79,000 pounds of oil drilling equipment;
that the equipment is required to enable Western to meet its production
deadlines; that a Boeing 707-320C aircraft will be used at a charter
price of $67,396; that it has contacted all three transatlantic route
carriers; that Seaboard World Airlines, Inc. has no objection but that
the other two carriers had not indicated a position. 1/

     On March 6, 1970, Transworld Airlines, Inc. (TWA) filed an objection
to the application, alleging, inter alia, that it has aircraft available
to perform the charter on either the weekend of March 7 or March 14; and
that no emergency appears to exist to warrant grant of the exemption.


1/  Subsequent to the filing World advised the staff that Pan American
World Airways, Inc. would not file an answer.
