Exemption pursuant to section 416(b) :
of The Federal Aviation Act of 1958, :
as amended




                            Order Granting Exenption

     Aeroflot Soviet Airlines (Aeroflot) has been operating three roundtrip

flights per week between November 1 and March 31 and four roundtrip flights

per week between April 1 and October 31 on its route to the United States.

These operations were pursuant to an Exchange of Notes between the United

States and the Soviet Union which will expire on March 31, 1979.

Aeroflot's current foreign air carrier permit contains permanent authority

to operate up to two rcundtrip flights per week on its route to the

United States. Absent Board action, Aeroflot would be limited to two

roundtrip flights per week after Phrch 31, 1979.

     By letter dated March 27, 1979, the Department of State requested that

Aeroflot be permitted tp operate services at the previously authorized level

pending ,*otiations on a new long term arrangemnt. The Board believes that

it mould not bb in the i;blic interest to alter Aeroflot's operating authority

at this tim, because that might have an admrse lqact on the negotiations,
