                                  ORDER

     An agreement has been filed with the Board, under section 412(a)
of the Federal Aviation Act of 1958 (the Act) and Part 261 of the
Board's Economic Regulations, between various U.S. and foreign member
air carriers of the International Air Transport Association (IATA).
It was adopted by mail vote.

     Under the agreement, when a passenger's journey begins or ends
in London or is wholly in Europe, and includes the new helicopter
service between Gatwick and Heathrow airports, the full price for
that service would be added to his or her fare. The agreement affects
fares to and from United States points and thus has direct application
in air transportation as defined by the Act, and we will approve it.

     Pursuant to authority duly delegated by the Board's Regulations,
14 CFR 385.14, it is not found that Resolution 200,JTI2,JT23,JT123(Mail 232)014g,
incorporated in Agreement C.A.B. 27432, is adverse to the public interest
or in violation of the Act.

     Accordingly, IT IS ORDERED THAT:

     Agreement C.A.B. 27432 is approved.

     Persons entitled to petition the Board for review of this order,
pursuant to the Board's Regulations, 14 CFR 385.50, may file such
petitions within ten days after the date of service of this order.
